International student can bring their spouse or child to UK on Tier 4 student visa if you are a government sponsored student and your course is longer than 6 months. You can not bring your Spouse and child to UK on Tier 4 Dependent visa if you are studying a language course or a course which is below under graduate or Postgraduate level.

The most Universities in UK  only English language test like IELTS, TOFEL and  PTE.  There are some universities, which require test such as GRE, GMAT or SAT for  admission in selected courses.
